Kenya to Launch Recognition of Prior Learning Policy to Enhance Education and Employment Opportunities

Deputy President Rigathi Gachagua will preside over the launch event of the Recognition of Prior Learning (RPL) policy, according to Education Cabinet Secretary Ezekiel Machogu. The policy's implementation is seen as a major win for learners who have completed their assessments and those aspiring to be assessed.

Machogu highlighted that this development opens up abundant opportunities for the millions of hardworking individuals who are the backbone of the Kenyan economy. He emphasized that the policy serves as a bridge to facilitate the transition from informal to formal education, as well as enabling multi-entry/exit between the education system and the labor market.

The event, to be attended by Prime Cabinet Secretary Musalia Mudavadi, Machogu, and other cabinet secretaries, will take place at the Kenyatta International Convention Centre. This launch follows the Cabinet's approval of the policy in January 2024, marking a milestone in a process that began in 2020.

The policy paves the way for a functional and credible system to recognize knowledge, skills, and competencies acquired through practical work, even without corresponding academic or institutional qualifications. Dr. Esther Muoria, Principal Secretary for Technical Vocational Education and Training, believes that the Recognition of Prior Learning will offer alternative access and admission to education, support the career progression of qualified candidates, prevent learning duplication, and expedite the process of acquiring relevant qualifications.

Dr. Alice Kande, the acting Director General of the Kenya National Qualifications Authority (KNQA), highlighted that the policy and guidelines will establish standards for assessing and certifying skills and competencies acquired through experience. She stated that this will allow skilled, yet uncertified youth to receive certificates based on individual competencies, expanding their employment opportunities and further learning prospects.
